The major illegal trade items that are transported across the border from Arunachal Pradesh are Cater Pillar Fungus (Yartsa Gunbu), skin and body parts of Bear, Musk Deer and other wild species.
The people of Taksing supply endangered animal skins and their body parts to the people of Tibet region of China and in return they gets Yak, Swords, cloths and other materials from them.
The illegal trade in musk glands (or musk pods) to Tibet is flourishing, as the illegal poaching and selling of endangered species is being practiced by the people even today.
Apart from this, the new cross border trade item “caterpillar fungus” is turning out to be a profitable business for some section of people of Mechuka region.
Despite knowing these illegal border trade and poaching/hunting of endangered species and drastic reduction in their population in the region, the Indian government is yet to sort out any major steps or initiate awareness campaign to stop the practices.
No doubt, the government has pressed armed forces to check such illegal trade practice but in fact, the local people who are engaged by concerned authority for performing some specific tasks are involved themselves in such hunting and trading besides the endorsed task.
It is worth to mention here that, recently after alleged illegal detention and torture of two Indian traders in Yiwu, China had also expressed hope that India will "positively educate" its nationals doing business in China to abide by the Chinese laws and operate legally”.

During an interaction with a trader at Taksing, he said that he gave two Musk Deer (Sikung) as advance deal to a Chinese trader two years back but due to some health problems he could not go the border to contact the trader and collect the prices of the dealt items.
During the Dorjee Khandu’s Chief Ministership, the state Govt had planned to open Border Trade with neighboring countries including China, Bhutan and Myanmar by creating proper infrastructure for formal trading.

However, most of these proposed border trade centre will take time to materialize due to lack of proper land route.
What the government needs to do is to press men and materials in service for speedy construction of roads to facilitate border trade and also ensure country’s security.

Asom Sahitya Sabha pays tribute to Lummer Dai
LEDO (Tinsukia), Feb 4: The 7th Special Annual Session of Asom Sahitya Sabha (ASS) being held at the Ningrula Harmony Ground here in this upper Assam district drew a huge crowd of visitors and literary enthusiasts from various states like Arunachal Pradesh, Meghalaya, Tripura, Nagaland and West Bengal, besides the host state.

The Lummer Dai Memorial Lecture was followed by a seminar on ‘Language, literature & culture of small tribes in Assam: Its heritage, tradition and development’ in memory of Lummer Dai.
Inaugurated by Assam Revenue Minister Prithvi Majhi, the seminar was presided over by the Asom Sahitya Sabha president Rong Bong Terang, a Padmashree Awardee and coordinated by Dr Rita Chouwdhury, a Sahitya Academy awardee and renowned writer. The resource persons of the seminar were Manoram Gogoi, Peim Thi Gohain, Shrikumar Dohotia, Dr Ganesh Pegu and Shantinath Gudung.
Local MLA and Minister of Power, Industries and Commerce, Pradyut Bordoloi was also present on the occasion. Earlier, Jadav Sharma, an ASS office bearer and also the headmaster of Balemu School (Kalaktang), gave a brief on life and achievements of Late Lummer Dai.
SSA teachers call off proposed indefinite strike
ITANAGAR, Feb 4: All Arunachal Sarva Shiksha Abhiyan Teachers’ Association has called off its indefinite pen down strike after the Chief Minister and Education Minister assured to look into their grievances and initiate necessary step to address it.
The CM assured to release one month enhanced salary within February while the remaining salary and arrears would follow soon when the Centre grants fund. The state government is pursuing with the central authorities for immediate release of the fund, he added.

ITANAGAR, Feb 4: Dirang police has booked two persons in forgery and cheating case. A case has been registered against them under section 471/34 IPC at Dirang Police Station for their alleged role in disbursement of the amount paid by Patel Engineering Ltd through the ADC in Nov 2011 under local area development fund. The money instead was disbursed as compensation to the villagers of Munna Camp.
However, Sangja Gombu and Lobsang Tsering alias Arjun, both from Munna Camp were booked only after the intervention of the West Kameng SP as the Dirang Police Station had refused to book them.
If allegations are to be believed, officer in charge of Dirang Police Station B C Sharma took an absurd decision to actually go to the house of the accused duo and granted them bail instead of arresting or interrogating them!
The two allegedly forged the signature of villagers and withdrew the money on their behalf amounting to Rs 1.60 core. One among the forged signatures is that of a dead man.
RTI documents reveal that the amount was given as the Local Area Development Fund and not as the compensation constituted under the West Kameng Deputy Commissioner. The duo drafted a letter authorizing themselves to withdraw the money on behalf of the people and distributed it.
Interestingly, the Circle officer in his response to the RTI application said that the money paid to the Munna Camp villagers was in lieu of the “psychological fear” that had gripped the people of Munna camp that their area would be affected by the power project! It further revealed that from the very beginning, the people of Munn Camp had objected to the construction of Barrage and Tunnel near their village fearing disasters. A technical committee was constituted by the DC Bomdila who reported that no disasters would originate in connection with the construction of barrage or a tunnel. However, they proposed for the construction of protection wall along the river bed towards the village side, which the power developer agreed to. Accordingly the power developers had to pay a sum of Rs. 1.60 crore as local area development fund.
Instead the amount was paid to the people of Munna Camp as per the category of dwelling house in possession. The amount as paid to the villagers was fixed by the village committee on March 17, 2011.

Tirap Police arrests fraudster posing as insurgent
ITANAGAR, Feb 4: With the arrest of one Karuna Morang, Tirap district police have solved the case of a mysterious and threatening sms received by the principal of Wangcha Rajkumar Govt College, Deomali.
The college principal, Dr Milorai Modi had received a threatening sms demanding a large sum of money in September 2011.
Although no written complaint was lodged at Deomali Police Station, on getting input about the occurrence of this offence a case was registered and a suo motu investigation was launched by the police as the victim was too terrorised to take up the matter in written with the police.
Based on available sources as well as technical surveillance, a police team led by Deomali OC PS K Baruah was able to zero in on the accused who had been shifting his base between Itanagar and Deomali.
With his arrest, strong and undeniable evidence has also been recovered. Further investigation is going on.
This is the second instances of such threatening and extortion case taken up by the Tirap district police.
In an earlier case of threatening and extortion of money from BSNL employees posted in Tirap, the police had registered a case suo motu at Longding Police Station as the employees were too frightened to lodge a written complaint with the local police. Instead, they had approached their senior officers in Itanagar from where the police got to know of the facts of the case and acted fast despite significant delay in receiving information.
The team led by OC PS Longding, Inspector T Wangsu was successful in arresting the main accused who was an unemployed youth and had thought of the idea to try and threaten the employees. These two cases show that more than the problem of insurgency per se, it is the fear of insurgency which is being exploited by many unscrupulous persons to their benefit by threatening and extorting money from unsuspecting residents and employees posted in the district, said a statement from the Police.
The main problem is that people are too scared to approach the police and report the facts in a timely and correct manner so that the culprits can be brought to book, it added.
Byaling reacts to AAPTWA statement
ITANAGAR, Feb 4: All Arunachal Pradesh Tribal Welfare Association (AAPTWA) while expressing displeasure over statement made by RD and Power (Electric) Minister Tanga Byaling about formation of unions has come out strongly against it. Alleging that the minister made objectionable and derogatory statement against AAPTWA in particular, the association sought apology from the minister in this regard.
Meanwhile, while reacting to the allegation of AAPTWA, Minister Byaling has termed it unfounded, concocted and baseless.
In a press statement he stated, “Few days ago some youth who claimed themselves as the President and Executive Members of All Arunachal Tribal Welfare Association met me in my official bunglow at Niti Vihar and during the course of discussion, I advised them on the issue of forming numerous unregistered association and its impact in the society causing disturbance in the public life.”
He further added, “I also told them that state of Arunachal Pradesh is 100 per cent tribal inhabited state and the State Assembly out of the 60 Assembly Constituency 59 seats are reserved constituency and indigenous tribal people enjoy the majority and as such, there is no meaning of having a separate Tribal Welfare Association to take care of welfare to the indigenous tribal people. KVK conducts awareness cum training prog
Pasighat, Feb 4: Krishi Vigyan Kendra (KVK) East Siang, College of Horticulture & Forestry, Central Agricultural University, Pasighat organized awareness cum training programme on “Scientific Methods of Fish Farming” and “Management in Composite Fish Farming” for the progressive farmers of Sigar and Namsing Village of Easting on February 3 and 4 respectively.
S.M. Hussain, Subject Matter Specialist Fisheries, urged the farmers to take benefit of the camp by obtaining optimum information on composite fish farming and also to take necessary technical help from the Kendra during cropping season and also as and when required.
In all 60 progressive farmers participated in the programme.
The programme was organized with the objective of enlightening the farmers the urgent need and scope of composite fish farming in village.

ITANAGAR, Feb 4: Sangay Lhaden Sports Academy (SLSA), named after former Education Secretary late Sangey Lhaden, is the lone school cum sports training institute in the state.
Established in June 2000, the institute offers training to its students in various sports disciplines beside normal schooling education. Presently, it offers training on athletics, boxing, archery, badminton, judo, karate, kho kho/kabaddi and football and presently, there are eight coaches for each discipline. Beside formal education and sports training, the students of the institute are also taken to exposure tours to various places of importance on regular basis to get themselves acquainted with state’s rich flora and fauna, historical monuments etc.
The school has so far achieved a lot in sports during the past one decade. The students are regularly participating in various national and international level events and have so far won many a medals bringing laurels not only to the institute but also the state. Not only in sports, the students are good in academic performance also.
Sport is necessary for every human being to keep oneself healthy and physically fit. The sports academy is striving hard for grooming talents by increasing sports activities.
“Sports can be a good career option in Arunachal Pradesh. The state government has increased the job quota for talented sports persons from 5 pc to 10 pc, especially in state police,” said assistant director, sports and youth affairs Ramesh Lingi.
He said the sports academy needs qualified sports officers and coaches to train the student in a better way and manner, Lingi told. He also advocated for establishing such institute in every district to groom sports talents. Linggi also revealed his vision for the institute to upgrade it to a +2 school in the coming years.
“We really like sports and that is why we joined this institute. We have learn a lot and many are yet to be learnt. Joining the institute was really a different experience than what we thought of”, said a student of the institute.
It is heartening to see many girl students joining the institute, which is a silver lining to state’s sports.
They are taking up all sports disciplines matching with their male counterpart.
Unlike the past, today sport is not played for recreational purpose. Many youngsters in the state now want to take up sport as their career option.
It is hoped that SLSA would able to provide the much needed support to them in fulfilling their dreams come true.

ITANAGAR, Feb 4: Arunachal Pradesh Tribal Job Contract Employee Union (APTJCEU), NEEPCO Ltd today said that instead of coming to negotiation table on its demands, the NEEPCO authorities has threatened it to deal with state machineries.
It is worth mentioning here that the Union has decided to call 48 hours bandh at Kameng and Pare HE project sites on February 6 and 7 in favour of its demand for regularization of contract employees.
Claiming that it has received information from Executive Director (S &S), NEEPCO, Shillong which stated that recruitment process was banned by the union power ministry, the union asked as to why the NEEPCO authorities did not inform the local people regarding ban on recruitment prior to the signing of MoU with state Government. Instead, it assured land affected people to recruit them in C and D category posts during public hearing, the Union further claimed.

ITANAGAR, Feb 4: One house belonging to APPBn, ASI Ekar Angu has been completely gutted down in a fire accident at Kima Pakka today. The fire also gutted down properties worth lakhs of rupees.
Meanwhile, Kime Pakka Development Committee appealed to the concerned authority to immediately provide relief fund to the victims.
The committee lauded the Itanagar police team and the residents of the colony who rushed to the spot and prevented further spread of the fire.

ITANAGAR, Feb 4: A day long third vocational training programme for adolescent girls under RGSAG, SABLA scheme was conducted at Sagalee yesterday.
The training was organized by Child Development Project Officer and staff of Sagalee ICDS project.
Altogether, 120 adolescent girls, Anganwadi workers and helpers from different villages of Sagalee attended the training.

Yudik passes away
ITANAGAR, Feb 4: Topo Welfare Society, Dumporijo mourned the demise of Tate Yudik, GB cum Banggo secretary of Topo Heche area, Dumporijo circle.
He died at the age of 90 at Yudik village yesterday and is survived by his wife, two sons and two daughters.
Late Yudik served the society in various capacities; he was elected as ASM of Upper Topo Panchayat Segment for three times and was also the Vice President of Anchal Samiti of Dumporijo circle; founder of Galo society of Dumporijo and Baririjo circles.
